Skill Drain doesn't stop effects from being activated, just negates the effect resolution if the monster is face up on the field. Looking at Cyber Valley's three effects.
1 - Removing Cyber Valley for this is a cost. Skill Drain won't stop you paying the cost and activating the effect. At resolution the Cyber Valley is no longer face-up on the field, therefore the effect is not negated.
2&3 - All the removal for these is part of the effect, there is no cost. Skill Drain will negate the resolutions of these, you will not remove any cards nor the Cyber Valley, nor draw 2 cards/put 1 card from graveyard on top of the deck.
