need help with a mono blue mill deck , and thoughts on valakut ramp deck

Hello guys i'm a new tcg member but i've played magic a couple of years and i've bought way to many booster packs for my own good
but as the title says i need help with a Mn blue mill deck i have the budget so please give me a hand i've thought about Jace Beleren , Archive Trap , Hedron Crab and like time scour (i don't know how it's spelled )
and my other question is valakut ramp still a viable deck .
everyone i play with is pretty bad the only ''ok'' decks is : discard deck (Megrim) and an Elf token deck ( Noone follows the meta and there is no high budget decks here at all ')
and a burn deck (keiln fiend / Vexing Devil n' stuff ).
however this thread is quite messy but you hopefully get my point

Unfortunately a lot of the cards and strategies you have just mentioned aren't Standard legal.

The current Magic sets legal for Standard are as follows: Scars of Mirrodin, Mirrodin Besieged, New Phyrexia, M12, Innistrad, Dark Ascension, Avacyn Restored and M13.

If you would like to keep this thread for casual formats, I would be able to help you to move this to a more appropriate forum.

oh sorry maybe i should have said that where i play magic we actually play from all editions of magic ,
we do ofcourse have tournaments with standard rules but else we only play for fun .
and i'm new to the forums and could you move my thread ??

About Valakut ramp, I'm not sure how viable it is in a format with older cards.
