I feel like there should be a cleaner way to do this (and Remove the restriction on instant/sorcery cards in graveyards, if we're doing it without flashback), but I don't know if there is.
The best I could come up with is:
Multikicker and exile a card from your graveyard (You may pay an additional and exile a card from your graveyard any number of times as you cast this spell.)
CARDNAME deals 1 damage to target creature, then deals 1 damage to target creature for each time it was kicked.
Which is cleaner but still weirdddddd - and admittedly, probably less sexy than making spells in your yard a copy of a spell with flashback, which just tickles me. But then, I'm a dredge player, so.

the idea is that it also does fun stuff with cards like Burning Vengeance

I think marginal (i.e. only a small handful of cards) interactions are side-effects, not explicit goals, of good designs - but that's just a rule of thumb, not a strict maxim.
If this were in a set like Innistrad or Dark Ascension that would probably make sense; in a vacuum I'd look for a slightly cleaner design personally.
Yours does feel more red than mine in a vacuum, though.

well it's not just that, it also triggers storm and can do some other fun stuff, but I didn't build it for that, I built it because I liked the idea of turning cards in a graveyard into another card with flashback. Also I'd assume that this would be in a block with other flashback cards and whatnot. In fact I went back and forth on whether the copy ability should be a maybe because right now it "overwrites" the cards in your graveyard for the turn you cast it. Over all I went with it as is because I liked the tension and because it felt cleaner.
