Victory Dragon
So Victory Dragon is currently banned because he opens up the possibility of winning a match (3 duels) in 1 duel. I think he should just be set to unlimited because he's really hard to summon and if you were in the position where your opponent summoned him to the field while you had 2000 life points and no monsters just a face down Mirror Force which your opponent cleared with a Mystical Space Typhoon just before he attacked you could just just say "lol conceede" and it would make all the hassle they went through to get Victory Dragon out pointless and mean that his effect never worked.

The rules on the scoop are not agreed upon. From what i heard, in the OCG, you didnt have the option to scoop without losing the match. In the actual rules, there is nothing on scooping, as it is just a player thing, not official. So no, you cant just scoop before match loss.
Another reason that it was banned was a Time Seal lock where they could lock out your draws long enough to win the match.
Finally, Victory Dragon was a mistake, it never should have been made. Look at all of Victory Dragon's friends, they all have the "this card cannot be used in a duel". Sj made a mistake when they madd victory, and konami fixed it.

Also, look at Victory Dragon's new friends. Hieratics, Chaos Dragons, any meta dragon deck. Victory Dragon can be easily summoned in the current meta.

The play of Victory Dragon in the OCG was different because of the OCG playing style, not because of rules. Japanese Players "don't scoop" just because they are apparently going to lose a game. Its not because they can't.
In the TCG, its always been in the Official Rules that you can concede a game at any time. That's the way it is. The fact that so many Judges attempted to rewrite the rules by inserting their own policies, made it impossible to continue playing Victory Dragon as a tournament legal card. For this reason, Victory Dragon will never be legal to play in Advanced Format.
The card was not a mistake. It was impossible for all players and certain judges to accept that there was a legal way to play around it.

2. Luck, having the ability to play like Yugi Moto
3. Top Decking anything other than Monster Reborn
4. Consistently have too many life points when playing good players.

It would be a good idea for Konami to make an official decision and statement on the ruling of conceeds then bring the Dragon back. I really hate how there's so many things in this game which are often open to interpretation by people which ends up just causing arguments between players due to unclear text on a card. One of the things that I hate is the "Once per turn" text which some cards adopt instead of having something far more specific like "During your turn" or "During either players turn", it's just so infuriating.

What part did you miss? There is already a Official Ruling on Conceding. You can concede a game at ANY TIME. End of story. If you can't accept that as THE policy, then there's no reason Victory Dragon should come back. Conceding isn't going to change, and here you are, trying to make it change so Victory Dragon can work. Victory Dragon is one card that is not going to change policy.
Again, end of story.

I got the feeling from your post that conceeding is unclear for OCG players.

Ok first off. Victory Dragon's banning was from a few test play wins that were infuriating. The guy lost quick and didn't even have a change. Plus in the traditional format he dominates certain area metas if they dont use ced or something.

Again, that has no bearing on why it was banned. It's not even true. The card caused too many problems with officiating. Judges ignored the Concession Policy and made up their own rules in order to force players to deal with playing against Victory Dragon. You cannot have that kind of blatant disregard for a rule, even if you think it results in a unsportsmanlike playing situation. Players may take advantage of the policy to avoid a match loss, but they STILL lose a game in the process.
The card was banned because it was not going to cause a change to the Concession Policy, and the appearance seemed to be that no matter what, there was either going to be unfair judging, or players quitting to avoid losing to Victory Dragon's effect.
Card unplayable = Banned.

Ok that was a good point. The card wouldn't even be ablely fit in this modern game. Plus what you said.
