Honestly, 42 cards is fine, don't worry about it, especially since your deck thins quite a bit.
Yes, add in Decree. It's so good, won't even lie. You don't have to fret about getting rid of their backrows or blind MSTing, you just flip up the Decree and start your comboing. Lose 2 BTHs and Prison imo. Then lose Torrential for Solemn as Solemn is way more important.
I'm really not digging the 3 Swap, I would probably lose one for Giant Trunade so you can get your summons out more successfully.
Also, I would add in a random Caius somewhere, just because you run so many recruiters and Caius is so good this format.

I actually was running Solemn I just forgot to say so, yea I tested decree and I love it
So 3 Decree and 1 Solemn?
Also 3 Swap is amazing with 3 Shining Angel and Nova Summoner, put a Shining Angel on their field, take whatever monster they have, ram with another Shining Angel and get 2 chaos-end master/ honest/ Dimensional Alchemist.

Wow, this deck is totally airwolf!
I would drop the msts for a Giant Trunade as well.
And id honstly put two thunder kings in place of two D.D. Warrior Lady
For a bit of control+beatstick.
Now how about a Tragoedia in the mix? Might help with synchro summons and stuff.
There's something else too...maybe a beat stick Cyber Dragon?
