    Each player sacrifices permanents equal to the amount of damage dealt to him or her this turn. Then the player that sacrificed the most permanents this way draws seven cards.

    The difference between destruction and creation is that what is important to you is "destroyed", and what is important to someone else is "remade."

    Whew...cool design, definitely R/W in flavor.

    Might be too strong though, even with the "draw 7" clause. Doesn't really matter how many cards your opponent has in hand if you just dropped them to zero lands on turn 4.

    It is also ridiculous if you have some way of pinging yourself and then using this as a draw 7. Like T3 Sparkmage, T4 ping myself and reload.

    Also, what happens in the case of a tie?

    Anyways, very cool design, I would like to see you play around with it some more to see if you can come up with a balanced version that doesn't completely neuter it.
