making them pay would be more fair than making them pay . . .you must have access to blue mana, or else this is no conditional at all. . .if you are playing against blue, this is a poor man's mana leak, which is still a decent counter. . .

Your opponet chooses a color. Than counter target spell unless your opponet pays two of the chosen color.
Something like that would make it more fair, but than agian it might make the card useless since you don't know if your opponet can do something you can't see.
Agreed mana leak is counterspell's replacement.
