Well a decent thing to do would have something like a Zanji on my side of the field and E-Tele face down and Urgent Tuning as well. On opponents turn, I could activate E-Tele and then use Urgent Tuning for an instant LV 6 Synchro [Probably Goyo].

Other than those kind of scenario's, it'll be an ok card, I think.

No, because even if this card started to get good. It would be really predictable. There is already Solemn Judgment and Royal Decree as it is.

What are you talking about it says specifically to synchro summon a monster. So have 1 tuner and 1 non tuner on the field to synchro after they attack. What is bad about this card? Allows you to attack with both monsters before a synchro summon then if those attacks go through then activate and attack with the synchro monster and more than likely it will have an effect to benefit you. Sounds like a good card to me.

Yeah, and you would attack with a Malicious? It's also slow, you'll have to set it a turn before...
