I'm gonna give my two cents on this, and I'm guessing Lightning Vortex.

Wake of destruction in storms galore: Obviously; it's a lightning storm.
I cry thunder: It's a sort of "souped down" version of Raigeki, whose OCG name was Thunder Bolt.
I cry pain: Players really don't like having their monsters wiped out.
When backs of man no longer exist: LV destroys only face-up monsters. And I figured "backs of man" was "backs of cards".

This riddle was already answered...

Really? Where does Dragon_Quest confirm the answer?

You even replied to this riddle yourself after you gave your answer to the previous.
