Kind of a Timestop/Force spike any-color on a stick uncounterable free Disruptive Pitmage.

This clearly has problems. The ability should cost "U, T, Sacrifice a Wizard."

Besides something absurd in T1 like activating this on 1st turn when playing first, still i don't know if this is balanced... it should be as you are paying 4/turn for a continous uncounterable Force Spike that works on abilities and other effects too... I'd try to put some blue in this card however...
Why blue? Please do not try to fit blue in every card…
Why black? Adding life loss doesn’t make any spell black…
404.1. A triggered ability begins with the word "when," "whenever," or "at."
419.1a Effects that use the word "instead" are replacement effects.

    Unhappy

get some kind-a crazy T-1 infinate mana combo going, then do a few cloud of Faeries... could make a mess with this one.

Interesting, but it's no Port. If your opponent taps out, you might be able to do strange stuff with negative effects (dodging upkeep costs, for example) but I think the cost makes this too prohibitive to use outside of casual. Not that that's bad- this effect is very dangerous.

3, TAP: Counter target spell, and/or

3, TAP: Counter target combat, or

3, TAP: Counter target draw step

I don't know, that's a helluva lot of power and options, even if they can just pay 1 to get around it. And, on a land? That already taps for 1? It's a dangerous game you play, my friend. I agree with the k man - blue still owns turn / phase manipulation, at least for now, so it should probably cost some blue.

Hang on... how does this counter a spell? The only way you could do that would be to skip the main phase after combat, and that only stops creatures and sorceries... and they aren't countered, they're just not played.

I dunno... maybe i'm missing something.

If you didn't relize it but if your opponents tap out you could actually do this ability before they can even untap things which would make it a third turn win is it?
