What exactly is "broken" in this context? If we're looking at a "put into a graveyard from play"-esque effect, then this is drastically overcosted.

Do you guys realize that this is basically an enchantment variant of Protean Hulk? Though, its graveyard effect is not limited to total converted mana costs of 6, and it affects both players, but it does open up more possibilities of combos.
And yes, I seriously hope that the word broken on the cardtext above is destroyed or put into a graveyard from play or else it is impossible to play this card(if it is actually printed).

I think that from the way it is worded X is the number of shatter counters on it though its wording for its 2nd ability could be made clearer that X is actually the number of shatter counters on it when the card is umph *broken* though.

Actually it isn't. X has two separate iterations on the card, and the two aren't related because X isn't set until an ability/spell is put onto the stack, so the first X has nothing to do with the second X.
