Do you mind having to import?
Do you have the National Dex?
Or are you looking for the best pokemon to go through the first part(Sinnoh Pokedex) of the game?

If you can answer these for me, I can answer your question better.

I would suggest Gyarados. They gave him Aqua Tail, which is a 90 Base Attack Physical Move. It sweeps through most of your opponents with Gyarado's insanely high Attack. Even with a STABed Surf, it can take out most rock foes with low special attack throughout the course of the game.

Milotic is the best Water Typer Non-Uber in my opinion. 100 Special Attack, 125 Special Defense and 93 Hp as base stats are nothing to laugh at.

And theres always Empoleon, who has barely any weaknesses and resistant to lots of types. 111 Special Attack and 101 Sp Defense makes it a well balanced.

Hope this helped.

i'd say for a good water type pokemon besides gyarados is a Bagon that knows hydro pump. really good move for a bagon. or use a sharpedo.great ATK stats. If your planning to evolve that Bagon to Salamance, then Hydro Pump isn't the best option. Salamance's better stat is his Attack, not Special Attack.

For an ingame Water type, I liked using Shellon / Gastrodon. It's kinda slow, but it's one of the few Pokemon that can survive any attack from the E4 at 20 levels below them, and then it bites back. HARD. I don't think I could've made it through the E4 without this guy.

You speak so much wisdom.

I also used Gastrodon, and it was totally prepared for most of the E4. It's totally awesome, especially with Quick Claw.

Milotic is also a good Poke to use.

I went with my Palkia, which kicked total A$$, but if you don't want an Uber than go with Gyarados

My personal favorite for a watertype would have to be Politoed.

He got a lot of crap back in the GSC days but I'm finding myself using him more and more on WiFi alternating between a special attacker and a sp. wall.

If you can train properly, he's a pretty versatile poke.
