As an additional cost to play activated abilities with :t: in their activation costs, that ability's controller taps an untapped artifact or creature he or she controls.

If an activated ability that is not a mana ability would require :t: in its mana cost, its controller pays ":t:, Tap an untapped permanent you control" instead.

There's something highly unattractive about the repeating of the word cost. I know that they are different. The first is a noun and the second is a verb. But it still looks and sounds ugly.

Activated abilities with :t: in their mana costs cost an additional "Tap an untapped permanent you control" to play unless they're mana abilities.

Well, there is only one mana cost per ability. I'll try to look for a card like this.

Honestly, it's pretty overcosted when I think about it. Compare to Suppression Field - this is more specific on the ability but with a far greater range of payment. Even tapping a land is generally just paying 1 instead of 2, and it allows you to tap creatures or even enchantments. It needs a good deal more oomph and a reduced cost.
