Kamigawa Block has all the tools necessary to make a good U/W control deck. According to my testing, the matchup against aggro decks in your favour, and the matchup against nonblack control decks are in your favour. Here is the decklist:

Your worst matchups are black decks packing discard. Nezumi Shortfang is a huge problem, especially when it comes down turn two. Honden of Night's Reach is a must counter also. The genju stalls for a while and can cause huge life swings in single turns (For those who don't know, the Spirit link ability stacks).

I don't know how much you will have to worry about Shortfang. Seems like black decks are going to be gunning for aggro first, packing Hideous Laughter and possibly even Night of Soul's Betrayal in the main instead of anti-control cards like Shortfang. Although if they do run it, it is a huge problem, reminiscent of Cabal Interrogator vs UW control in Onslaught block. There was literally nothing to do except Akroma's Vengeance, an embarrassing way to get rid of a 1/1.

i was thinking of more along the lines of a hikari-go style deck, that also plays the spiritcrafted chimeric 4/4, journy and maybe even sway.
as, these stratagies are more reactive as a control deck should be played but with a strong plan to win with

First of all, you don't have enough instants/sorceries to make Peer reliable. Use Reach through Mists instead.

Second, use Cloudcrest Lake instead of Tendo Ice Bridge. Both tap for pure colourless, but the Lake can at least give you colour multiple times.

If you plan to use Candle's Glow, you need a few more arcane cards to splice it onto. 4 Reach and 3 Terashi's Verdict is not going to be enough. Here's what I would do- focus on using the white and blue arcane spells to stall aggro, and win with a big bomb like Meloku. The shrines can provide card advantage/time. The sideboard can be used to transform against control/arcane decks.

The genju should be included in the deck to stall against aggro. 3 blue honden is one too many since it costs 5. 4 maindeck counters? I thought UW control was a permission deck... I'd rather use cleanfall in the sideboard over Grasp since Cleanfall wrecks honden.dec. And Yosei is better than Keiga in the control mirror.

cleanfall wrecks hondens, but does nothing against jitte. plus it kills your hondens, and your genju. This is a bad thing. and hondens is not a very good deck anyway; if you fall over and die to wear away, you suck :P

I guess Terashi's Grasp is better than Cleanfall, since Umezawa's Jitte is broken.

i think this card is being highly overlooked, just becuase it is a sorcery doesnt mean its not good.....shortfang bothering you, back in hand....you went first and got 2 blue laying around, pop their first land back to their hand.....want something to splice onto, why not return something back to their hand to counter again later.....i dunno, boomerang was good but i think eye is pretty decent.

I was wondering that isn't only 4 counterspells in the deck a isn't enough control. There aren't any other too great counter spells right now but even running ThoughtBind or Minamos Meddling would be a good idea for more counter spells. I think that thoughtbind would be good since this is block and there is going to be a lot of splicing going on and the majority of arcane spells that are used as splice are usually like 4 ofr less mana also is good against Cranial Extraction. Anyways heres my build of U/W Control.

where are the hikaries? and the 4/4 chimeric guys?
and i think there should be a minimum genju count of like 3.
and white shoal goes without saying.

chimeric guy, hikari?id rather play keiga meloku and myojinn anyday.the white shoal is ok but more of a sideboard card.id rather play consuming vortex and reciprocate over shining shoal.

perhaps you should run consuming vortex to get the "rescue/ "stasis" effect with Hokori.....(STASIS RULES!!!!!)
