Effect: You can only use this when a monster with "Monarch" in it's name is face-up on your side of the field. You may re-use the selected monster's effect.

well it should be more like 'reactivate' or 'reuse' its effect since the only condition you can normally use it with a monarch is in a tribute summon.

you can get a monarch from Fury of the Deep and Blaze of Destruction Structure Decks.
