I have ran into a 'glitch' or two in my Sapphire game but this (if it is a glitch) is the oddest thing that's ever happened.
I own both Sapphire and Emerald last night I mixed records between the two. After I did that I looked at the TVs in Sapphire to see if my Emerald character showed up in it. I looked at the TV and it said that there was a very rare occurence on route 114. There were NUZLEAF swarms. I checked the Pokedex and it said that Nuzleaf's area was unknown. I ventured to route 114 and I really was able to catch the Nuzleaf. The funny thing is that the Lotad and Lombre that were usually there weren't there. The Seedot line doesn't appear in Sapphire in the wild and I have no idea what happened. Maybe somebody else knows something about this because I have no idea. When I went back the next day they weren't there.

You probably stumbled into one of the surprises that Nintendo loves throwing into their games. Try mixing records again and see what happens. Maybe a LunaRock might show up (don't remember which game had what, but you never know)

No that is definetely not a glitch because in my saphire game their was a time where alot of surskit where popping out, i knew of this because i had watched t.v. and it told me that in route 120 alot of surskit were appearing, i guess the game picks the pokemon that pop out in an abundance by random.

No, that's only supposed to work for specific pokemon, not just by random. You'd think someone would have run into a patch of wild celebi by now if it just randomly selected any pokemon.
Wow, if they really put that pokemon transfer via mixing records on purpose, it's completely awesome. I wonder what other surprises might be in store.

actually, that's not the main reason animestarr posted. Surskit are already in both Saphire and Ruby, so them getting the occasional outbreak of a lot of surskit isn't that big of a deal. Animestarr was wondering why nuzleaf (a pokemon not even in Saphire) could have an outbreak. I personally think it might not have been a glitch, exactly. Either it was a surprise by Nintendo, OR perhaps when they mixed, Emerald simply thought it was communicating with another emerald game and was treated accordingly. I dunno. sorry!

That's really strange...I mean, if I saw wild Nuzleaf in MY Sapphire I'd get a little freaked out too. Maybe it's a bug. Like this one time, I encountered Moltres in my Yellow version(or was it Blue? I forget...). The point is, I failed in catching the bird, and SAVED. >_o And then.....I saw it again. Not sure if it was a glitch, but...
Either way, I think it has less to do with the fact that you mixed records and more to do with the fact that it's a possible glitch. Hey, it can happen, eh? ^^

It's unlikely to be a glitch and it's very unlikely to be emerald thinking that it was communicating with another emerald pack. It's just one of those things that nobody has noticed before. The older games weren't as well coded as the current ones and tended to have a lot of glitches. These days however programmers are very careful and a glitch in a modern game is rare. (It does happen and there are still crappy programmers who mess up pretty badly. That's usually small companies who don't have a lot of money though.) There is pretty much no chance of it being emerald thinking the sapphire cart was another emerald one. Even if it did the Sapphire cart wouldn't read the data in the same way as an emerald cart would. It would probably just discard it unless Sapphire had the same function or event programmed into it. Anything that can only happen between two emerald carts will only happen between two emerald carts.
