when a monster says "this card can only be special summoned by..." but doesnt say "this card cannot be normal summoned or set". does this mean that that card can also be normal summoned? some people say nay but some people say nay.

Nope, you can only special summon it.
Yeah, the part "this card can only be special summoned by" caused alot of confusion back then, so the new cards / reprints from DB1-2 DR1-2 added the part, "this card cannot be normal summoned or set."
Example: Chaos Emperor Dragon - Envoy Of the End from TLM now says "This card cannot be normal summoned or set. This card can only be special summoned by blah blah"

yeah cause i have aload of old cards which still have "this card can only be special sumoned by" and many duelists in my area hate that idea so they just say that you can normal summon it alo. me and 2 people are the only ones that actually play properly these days <_<

yeh i have alot of problems with this question. some of my little neighbors think they can bring out REDD from the graveyard! i was like c'mon!

oh everyone knows that the special summon rule doesnt work when they are dead. i had an oponent who wanted to do that by removing 3 darks. he couldnt get it into his head when 6 of us (i was dueling and there were about 8 spectators) said that when its dead its dead!

i beileve you can special summon piggies from your anus frequently. but only when the weather is at appropiate temperature, which is 100* celsius

yea ges right, though cards like bls u can use monster reincarnation to bring them back to ur hand. oh and paladin, ur sick and stuipid, a very bad combination.

ok relinquished says nothing about using a ritual magic card to summon it so would it be a legal move to normal summon summon or special summon it from the graveyard

No..."Relinquished" is a Ritual Monster Card. By its very nature, it MUST be Ritual Summoned from your hand with its appropriate Ritual Spell Card ("Black Illusion Ritual"). The card text probably omitted this text because there was no room for it (in case you haven't noticed, R's text is quite long, and in very small font).

I think he means u can sack a red eyes from the feild to summon a REDD from the grave that has not been properly summoned

No, you cannot.
"Red-Eyes Darkness Dragon" is the "lucky" recipient of Nomi monster text.
What does this mean? In simple terms, this means you absolutely cannot Special Summon "Red-Eyes Darkness Dragon" in any way except for the method written on the card.
This is shown quite nicely in REDD's text:
"This card cannot be Special Summoned except by..."
This is different from monsters like "Black Luster Soldier - Envoy of the Beginning", who can be Special Summoned from the Graveyard (via "Premature Burial", "Call of the Haunted", etc.), but ONLY after you've properly Special Summoned it from your hand.

No, you can only special summon it by what it says on the text. Just follow what it says on the card.

He means you can't use recurssion cards(CoTH, Premature, etc..) to special summon REDD back from the graveyard to the field. You can only special summon REDD from your hand by the means of tributing REBD from the field. Note you cannot tribute REBD from the field to special summon back REDD from the grave.
