The new starter decks have just come out and appear to be ok
but is it possible to make these decks work without changing the entire
deck altogether. The come built to play out of the box but what would
make them work great?

Well, what I try to do is, first of all, study the new deck in and out; just try it out solo or with a friend, read the little booklet that describes the combos, everything. Then I see what extra cards I have and think which ones would strenghen the whole deck entirely. I try not to choose too many cards that'll load the deck down. Think which card's are most critical and just add them in. I would suggest against removing any cards from the starter deck itself. After you add in the new cards, practice with the new deck to get a feel of how the gameplay would be like. If you like it, you're ready to go! If not, remove the added cards and think which one's are weighing you down, or think which extra cards to add in. Do all this until you feel alright with the deck.

I know this is coming from someone who just got here, but anyway, hope I helped out. :)

Get water. It the best better than fire.

I think they're both incredible, With the right adjustments to one's own personal strategy.
