possibilities:
Oath of Druids
Save your cards from a Duress without losing speed
Put your whole hand on your deck, shuffle in some kind of way (by splicing this onto a Kodamas Reach for example) and draw that much new cards.
For :1::u: or even :u:.
Deffinately undercosted imo.

But losing a card, unless you splice it. Brainstorm does better at :u:.

Yep, that is done by Winds of Change at :r: and you get cards immediately, not at the end of turn. Plus splicing on Kodama's Reach (or any arcane that causes you to shuffle) will make you shuffle before putting the cards on the top of library.
However i'm not saying that this is weak (it is versatile enough to see play, IMO), but none of these effects is enough to make it too strong. It is very similar to having a Scroll Rack in play, though you don't get your cards back immediately...

pretty cool utility card, excellent psynergy with millers.
Also, if you splice this can you put this on top of library also?

I'm pretty sure the card-disadvantage kills this. It doesn't dig without shufflers to help, so even if it did cantrip, it's no brainstorm.

it's no brainstorm.People always compare cards to Brainstorm unfavorably. I'll point out that Brainstorm is the most frequently played non-restricted card in type 1 that doesn't say "counter target spell" on it. Brainstorm is an absolutely amazing card, very powerful in many ways, and for a card to be "not quite as good as" Brainstorm means it's probably right where it should be on the power curve

I know that this is no Brainstorm, but it is not strictly worse...
It has its own way to remove card disadvantage (i.e. splicing) and can be used together with other effects to improve card quality...

The splicing could make it fun with syphoning affects. Otherwise its been done before. I remember an older member named eyin made nearly the exact card. I remember us all going ga ga over how it was such great tek against discard.

I did not know about that card... however maybe someone already did that...
