The purpose of this subforum isn't for people here to take a random pile of cards and make them into a deck. You need to do some editing yourself first and come up with what you want the deck to do/what theme to center it on.

Also, when giving us your decklist, please type it in this format (or something close to it):

Monsters: 16

High Level: (5+)

ect...

Low Level: (4 and below)

ect...

Spells:

ect...

Traps:

ect...

Extra Deck (if you have one; limited to 15 fusions/synchros):

ect...

Try doing what I suggested and repost your deck so we can actually see what's going on in the deck.

This dude (Lord Raiden) has a point.
you need a central theme and or strategy. jumbling cards is never a good idea. Its also best to have certain copies of cards in a deck. that way you can draw that card more often and actually work on a strategy (strategy is key)

now as for the construction of the deck (toolbox)
it should consist of the following.

Monsters *either 17 to 21*
its best to have more lower level monsters than higher levels.
might get a dead draw of nothing but high power monsters and be screwed out the first couple of turns. (in todays game, you would have lost by then)

Magic *your preference*
Using magic cards that help you draw certain cards is a key component in working up your decks strategy.
Having magic cards that just *boost* the attack of your monsters is not a very well placed plan (but in cases it can work. you have about a 1 in a million chance of pulling off a game, maybe even a match)

Traps *yet again your preference*
Traps are a must (M-U-S-T)
depending on what you want your traps to consist of depends on wether it complements your strategy *which it most likely should* or to foil your opponents game plan. *this is a must as well*.

But from what Lord Raiden stated above yes you need a central theme
or something to build around. cards need to complement one another.
as for me, i always find this build to be very helpful

monsters: 19
Magic: 14 or 15 *maybe less depending on what deck i wanna build*
Traps: 6 or 7 *more or less depending on the deck*

but i hope this helps.

Also 40 cards are what you should aim for not 60. And we should know what your collection looks like and what kind of budget you have to increase said collection.
