Well it produce no mana until at least one spell is played.. And for the second spell played it is still worse than basic land.. I really don't think it is so broken..

Tolarian Academy produces no mana unless you have already played an artifact... and if you only have one still is worse than a basic land. So are Gaea's Cradle and Serra's Sanctum...
