Is it possible to activate these cards if enough of the requirements are on both teammate's fields, i.e. I have 2 Batteryman while my partner has 1, can I activate Short Circuit?

No. It says only activeate if YOU CONTROL 3 of more batteryman.

See, that's where I'm still confused about. Obviously, Yu-Gi-Oh! cards were not made with Tag Dueling in mind, so the wording is mainly for 1-on-1 duels. My question then is, what do you consider YOU, YOUR, YOUR OPPONENT, etc. in this mode? It's still a little bit fuzzy to me...

well in tag duels do you share the field I.e. only allowed 5 monsters between u and ur partner? if so then you should be able to use short circuit.

Simply Put:

Each Player controls their own Field of 5 Monsters, 5 spell traps, Field card zone, removed from play zone, deck and graveyard.
You can use your partner's cards on the field as Costs, tributes and sends.

For Short Circuit, Des Croaking etc you must have them on your own field for you to play the card.

This is wrong. The Judge at Regional made it perfectly clear you share SIDES of the field. So if a card says Your field, it means your entire field. So yes, You can. Same goes to Glad Beast. You can Contact with your partners monsters. (Thats how me and My team mate lost, against a Glad deck.)

True, and here's the ruling in case of argument,

If a card references another card that "you control," it counts cards in your teammate's Zones as well as your own. In the same way, cards that reference a card "your opponent controls" count both sides of the field.

Example: Player A1 has "The Six Samurai - Zanji" on the field, and Player 1B has "The Six Samurai - Irou" on the field. Player A1 can Special Summon "Great Shogun Shien" from his hand because his team controls 2 or more "Six Samurai" monsters.
