Special Conditions

I know you can remove all special conditions by retreating the Pokémon or evolving it.

Are those two ways the only way to remove confused.

Outside of effects that specifically remove the Special Condition (and you'll know which ones those are), the only ways of removing a Special Condition artificially are through Retreating, Evolving, and Leveling Up.

what is Leveling Up is that when you put a level X card on

Yep. It's essentially the same as Evolving for pretty much all game actions, but it's given a different name.
