You may play Lightspeed Kami anytime you could play an instant.
Whenever a creature with haste attacks you, you may put Lightspeed Kami into play from your hand with a +1/+1 counter on it.

from my hand, fixed it. and made the effect until end of turn, otherwise its a tad bit too good...

I'd drop the haste part - it's out of flavor for white and rarely does much, unless you're playing hasty creatures, and at that point a 2/1 instant speed for 2 is just fine.

The main part about the free drop when a haste creature comes into play is anti-red primarily. They drop a Raging Goblin into play, you drop a viable blocker. That part looks good. The way that (right now) you can drop a Raging Goblin into play, get a free creature, and attack for 4 immediately is just too much.

Even without the Haste, I can see putting this creature into a fast red deck loaded with Hasters.

this definately gets my vote. WW for ever! :)
even if the opponent doesn't play hasters, this is a surprise blocker. And besides, it is a spirit, which can trigger some nasty things on other creatures (tallowisp, thief of hope, all bakus....)
and yet it still isn't broken. nice balance.

There's one problem I have with the whole anti-haste thing. It applies even when the opposing creature is not "using" its haste. That in itself isn't really a bad thing, but it seems to go against the flavor of the thing.
