Instant
As an additional cost to play ~, pay :u::u:, play a spell, then counter that spell.
Draw three cards. (Spells without targets can't be played.)
Until the end of the next turn, your maximum hand size is 2. Remove ~ from the game with a time counter on it.
Suspend 0 - 1
The difference between genius and madness is results, but one result leaves you a gibbering heap.
EDIT: Altered for functionality.
Aggressively templated to include "Draw three cards," but I would be OK with printing at 'draw two.' Is the tempo loss and card sacrifice an appropriate counterbalance?

Man, you guys are critical, lol!
This IS an intriguing card, it's just a lil busy.
Something like the following might be a little more streamlined:
Cascading Madness :u:
Instant
Suspend :u: - 1
Counter target spell you control. If you don't, remove Cascading Madness from the game with a time counter on it. If you do, draw three cards, then remove Cascading Madness from the game with a time counter on it.

That's similar to the original wording I had, but I ran into problems regarding spells without legal targets; suspend doesn't allow me to slip something underneath, so with your wording I think timebugs would be required. As for the business of extra costs and hand size, I was trying to go for a "your thoughts are multiplying and eating themselves" flavor, which probably didn't translate well.
Also, at filthycur: ouch.

:u::u::remove a time counter from cardname. play this ability only if cardname is suspended.
how about it like this? you can pay uu to counterspell your own stuff and draw, or else, when it unsuspends, you have to chose the second option because of no legal targets.
